Good Governance / Administrative Reform
Good Governance in today’s political discussion is based on
guiding principles such as orientation on the welfare of the people,
fighting poverty, providing equal chances, fairness, participative
democracy and professionalism (effectivity, efficiency, accountability).
Thus it includes technical aspects (how to govern) and goals (what to
achieve by governing). Reform according to the principles of Good
Governance needs professionalism in Governance and specific expertise in
the respective policy field.
Democratic Governments have committed themselves to principles of
Good Governance and to a continuous improvement of organisational and
individual performance on this background. Administrative Reform is a
key issue in this context and a primary target of the Indonesian
Government. We are supporting Administrative Reform according to the principles of Good Governance by facilitating activities, by providing additional resources and input on important aspects of Good Governance and by supporting steering, monitoring and evaluation of the reform process.
Our current focus is on regional Governance in Indonesia and South East Asia and on reform processes in context of decentralisation and modernisation projects. Key issues of Administrative Reform are Organisational Development and Human Resources Management (HRM). We facilitate an Interprovincial Dialogue for Regional Governments and thus support the strengthening of subnational Governance.
